Montcalm County commissioners approve budget calendar

STANTON — Montcalm County’s Finance & Personnel Committee on Monday approved a variety of budgetary motions, including a 2018 budget calendar to help them stay on track.

The budget calendar specifies county budget deadlines as follows:

• May 15: Controller-administrator’s office distributes budget packets to department heads.

• June 9: Department heads return budget packets back to controller’s office.

• June 12-July 8: Controller’s office assembles budget packets into a tentative budget, meets with department heads as needed.

• July 11: Controller’s office presents tentative budget to Finance & Personnel Committee.

• July 11-Aug. 11: Budget work sessions with Finance Committee and potential meetings with department heads regarding budget requests.

• Aug. 28: Finance Committee presents proposed 2018 budget to full board; tentative public hearing on finalized budget, including millage rate hearing.

• Sept. 25: Budget resolution and appropriations act adopted by Board of Commissioners.

“I don’t know if were behind compared to other years because it’s been kind of helter-skelter in years past depending on who was here and who was working on things,” Chief Financial Officer Brenda Taeter observed to commissioners.

Commissioners also recommended the full board approve various budget amendments.

“There needs to be a minimum of twice a year having this discussion in Finance and Personnel to discuss budget adjustments which would then be sent on to the full board,” Controller-Administrator Bob Clingenpeel said. “This essentially is something we should have been doing in the past in compliance with audit requirements. Typically most businesses do it quarterly or at least every six months.”

“It was done in the past but it was always done when the budget year was over,” Taeter added. “Now we’re doing what we were supposed to do.”

The full Board of Commissioners will next meet at 6 p.m. May 22 at the Montcalm County Administrative Building in Stanton.
